A qualitative fieldwork study in Tanzania found that private and public sector employers view HIV as a low-priority issue, resulting in ad-hoc rather than formal workplace HIV programmes. Compulsory testing programmes led to employees avoiding tests and losing employment, and the authors conclude that workplace programmes cannot substitute for investment in public health systems in lower-prevalence settings.
